MINUTES OF MEETING
DECEMBER 7, 2000


PRESENT: Chairman Tracy Scott, Joanna McIntosh, Stan Brehm, Ron Lesieur, Jeff Jordan, Frank Merrill, Harold Arey, Skip Lawrence, Richard DeBold, Secretary Andrea Deachman

Chairman Scott introduced the Board and asked the members of the Board to review the minutes of November 2, 2000.

Changes as follows: Design review Rick Fillion; ABUTTERS PRESENT: Board member Ron Lesieur reclused. The same change for the Public hearing.

Motion was made with the above changes.

PUBLIC HEARING:                                 Wendy Cassetta
                                                        Cassetta Critters
                                        Map 3, Lot 69, Trap Road
ABUTTERS PRESENT: Sylvia Konopka, Valerie Hall, Kimberly Kenneally, Shirley Waters, Barbara Keshen

Mrs. Cassetta brought in a letter from the B.C.E.P. Solid Waste District. (copy attached) This letter will remain with the minutes of this meeting. If this becomes an issue Mrs. Cassetta has other alternatives

Attorney Mark Dunn, representing Mrs. Cassetta, stated that Mrs. Cassetta kept a log of traffic coming in and out of her property and there were no more than 5 cars a day in and out.

Abutter Valerie Hall explained that in the past the Board has denied animal care, horse and dog care, and kennels on this road.  She was concerned that kennels are typically in the commercial zone.  This home houses many animals, dogs, geese, chickens, roosters and the likes of other animals, this is a residential zone and she feels this is not a home occupation.

Abutter Sylvia Konopka says she never sees the traffic, but she is only there on weekends and one week during the summer.

Other abutters stated that they have no problem with the business. Many clients were in the audience.

Mrs. Cassetta stated that she would have no more than 10 dogs on her property at one time. (this includes her 6 dogs).

Motion was made to accept the Home Occupation.

ABUTTERS PRESENT:  John Anderson

David Noyes presented plans for the subdivision; Mark Sargent presented the septic design.

The Board had requested topography on the plan and Mr. Noyes has asked that we not include this on the recordable plan.  The registry is trying to keep the plans simple and he would be willing to give us a working plan that would have topography on it along with the septic design.

A working plan with topography and septic will be kept with the recorded plan in the office files.

                                                Map 8 Lot, 38, Suncook Valley Road

Mark Sargent presented the plans for the subdivision & Lot Line Adjustment.

2.43 acres of Marden property to go to Marston property for Lot Line Adjustment then 1.83 acres of Marston property to Marden property.  Marston property 3.44 acres with 362 foot frontage.

New lot will have 3.08 acres with 275 foot of frontage.

State approvals will be needed for next hearing: subdivision and driveway.

Need abutters past the Marston property because he is part of the subdivision and cannot be an abutter.

Don Jenks presented the Board with plans.  The intent is to take 50+ acres and divide it in to two lots. Original lot will keep 37 _ acres with 455-foot frontage and the new lot will consist of 13 acres with 270-foot frontage.  There is a storage shed within 10 feet of the stone wall that they would like to use as one of the lines for the subdivision. The Board disapproved. The Board would like a working copy with topography and wetlands delineated.

Mr. Jenks requested Design review and Public hearing at the same meeting.

DISCUSSION:             Mike Sargent/Fred Shaw Property
Site Review – Landscaping & Garden Ctr
                Map 8, Lot 50, Suncook Valley Road

Mark Sargent presented plans to the Board for Mike Sargent. 5000 square foot wooden building future 30X70 foot greenhouse.

Will need state septic and driveway approvals, signs, lighting and handicapped parking.


Design review/Public Hearing set for January 4, 2001


New building regulations will be sent out with the minutes.

Harold Arey wanted to go on record as to some objections, the lack of submission of the budget at a regular Board meeting. He felt that CNHRPC dues were hidden. Chairman Scott stated they were a separate line item when passed in to the selectmen, as all dues in town are.

Mr. Arey does not feel this town needs Central NH Regional Planning Commission.

Secretary Deachman will call Mr. Losey to see if he can come to the next meeting to discuss what kind of memorial for Pauline.

The Board was polled as to how they feel about being members to Central NH Regional Planning Commission. No majority decision was reached.


Chairman Scott for to break the tie.

Chairman Scott thinks that we should get back into CNHRPC, because of all the new construction in surrounding towns.

The Board discussed the possibility of having a qualified individual to review plans prior to design review.

Central NH Regional Planning Commission is a line item on this year’s budget.
